National Context
The Observatory should be designed to monitor, evaluate, and support the implementation of Zaragoza’s Green Infrastructure Strategy, which integrates natural ecosystems into urban planning.
Zaragoza’s approach is structured around a network of interconnected natural areas—including rivers, forests, steppe habitats, wetlands, parks, and peri-urban agricultural areas—forming a multifunctional system that supports biodiversity and urban resilience.
The observatory therefore focuses on connectivity, ecosystem services, and biodiversity conservation within the urban and peri-urban landscape.

Strategic Framework: Zaragoza Green Infrastructure
The Green and Blue Matrix
Zaragoza’s model organizes the territory through two ecological matrices:
Blue Infrastructure
Water ecosystems that structure the city’s landscape:
- Ebro River
- Gállego River
- Huerva River
- Canal Imperial de Aragón
- wetlands and riverbanks

These water systems act as ecological corridors and biodiversity hotspots.
Green Infrastructure
Terrestrial ecosystems, including:
- steppe landscapes
- forests and peri-urban natural areas
- green belt around the city
- urban parks
- agricultural areas and orchards
Together, these matrices form a connected network of natural spaces delivering environmental and social benefits.
